First cook the Saffron with the Vegetable broth.

Heat olive oil in a pan then add the chopped scallion and fry for 3 minutes until it appears translucent.

Add the previously chopped garlic clove and continue frying for another minute.

Add the vegetable broth and bring to a boil. After the water vaporizes, reduce the heat and continue for half a minute.

Shred Cauliflower with a vegetable grater into the pan and season with Salt and Pepper

Continue cooking for 7 minutes until most of the water has evaporated.

Remove the pan from the stove and add the Parmesan and some butter.

Serve the Cauliflower Risotto alla Milanese on a plate and garnish with the remaining Parmesan, and Parsley.
