Heat a pan with olive oil and add the scallion. Fry for 3 minutes, then add the garlic clove and fry for one more minute.

Pour the vegetable broth and the whipped cream in and bring to a boil.

As soon as water begins to vaporize, reduce the heat and continue cooking for a minute.
